All monitored residential and commercial locations in the City of Wilton Manors with an active alarm system are required by Municipal Code (Ordinance 2024-012) to have an alarm permit and renew it on an annual basis.

No. Self-monitored alarm systems are exempt from permit requirements unless one (1) false alarm occurs at the property where the alarm is installed. Should one (1) false alarm occur that prompts a police response at a property of this nature, the exemption is forfeited indefinitely, and the requirements of the ordinance shall apply to the alarm user. Self-monitored alarm systems shall mean an alarm system that is managed and monitored by a property owner or alarm user without the involvement of an alarm company.

The activation of an alarm system through mechanical or electronic failure, malfunction, improper installation or the negligence of the alarm user, their employees or agents, and signals activated to summon law enforcement personnel unless law enforcement response was cancelled by the alarm user or their agent before law enforcement personnel arrive at the alarm location. An alarm is false within the meaning of this article when, upon inspection by the Police Department, evidence indicates that no unauthorized entry, robbery or other such crime was committed or attempted in or on the premises which would have activated a properly functioning alarm system. Notwithstanding the foregoing, a false alarm shall not include an alarm which can reasonably be determined to have been caused or activated by unusually violent conditions of nature, nor does it include other extraordinary circumstances not reasonably subject to control by the alarm user.

APPEALING A FALSE ALARM RESPONSE CHARGE
Sec. 7-10. - Administrative remedy.
*Submit a written request/statement as to why you feel the charge and/or occurrence should be waived or removed from your account, along with any supporting documentation (police reports, alarm company call logs, etc.)

*Be sure to include Permit License #, alarm location address, and incident date(s) in question.
*Submit within ten (10) business days of the notice imposing the charge.
Sec. 7-11 - Request an Administrative Hearing.
Individuals who have been issued a false alarm or uniform civil citation for a violation of the City's Code of Ordinances may request an administrative hearing. Requests for an administrative hearing (appeals) shall be received in writing by the City within ten (10) business days after the date of notification of the assessment of civil penalty(ies) or other enforcement decision. Additionally, those seeking an administrative hearing shall submit an administrative fee payment of $225 to the City prior to the Special Magistrate hearing your case. Individuals who prevail at this hearing will be reimbursed the entire administrative fee amount. Please know, if you fail to show up for the hearing, your case will still be heard by the Special Magistrate with a ruling being made, and a final order being issued. Should the City prevail in the administrative hearing, you will be responsible for payment of all fines and fees as ordered by the Special Magistrate, and you will be ineligible for a re-hearing.
